In a bold demonstration of military might, China has initiated live-fire exercises encircling Taiwan, which it frames as a stern warning to what it terms "separatist" forces in Taiwan and foreign meddling. The People's Liberation Army (PLA), which serves as the military arm of China's ruling Communist Party, announced that it had mobilized naval, air, and rocket units to surround Taiwan early on Monday morning. Additionally, Chinese coast guard vessels were deployed for what they described as "law enforcement inspections" in the waters surrounding the island.

This military drill, dubbed Justice Mission 2025, was characterized by Col. Shi Yi, a spokesperson for the PLA’s eastern theater command, as a "stern warning against 'Taiwan independence' separatist forces and external interference." He further asserted that these maneuvers are "legitimate and necessary actions to safeguard China’s sovereignty and national unity."

In response to these drills, Taiwan’s defense ministry accused Beijing of escalating already fraught tensions and undermining regional stability. They issued a strong condemnation of the military activities, stating that they had deployed appropriate forces to counteract the situation and conduct their own combat-readiness exercises.

Despite this pressure, a significant portion of Taiwan's parliament and the public staunchly reject the prospect of CCP governance, prompting Taiwan to enhance its own military defenses in anticipation of potential conflict.

These PLA drills, marking the first significant military operations targeting Taiwan since April, occur amid deteriorating relations with Japan, particularly after Prime Minister Sanae Takaichi indicated that Japan would likely involve itself militarily if China were to attack Taiwan. Moreover, these exercises follow the U.S. government’s approval of $11 billion in arms sales to Taiwan and statements from Taiwan’s President, Lai Ching-te, advocating for increased defense spending and achieving a "high level of combat preparedness" by 2027.

Such developments have provoked an intense backlash from Beijing. In announcing the drills, China’s eastern theater command elaborated that the deployed vessels and aircraft would approach Taiwan closely from various directions to test troops' rapid maneuvering capabilities, create a comprehensive defensive posture, and execute systematic blockades and controls.

China’s announcements were accompanied by propaganda videos and maps detailing air and maritime areas to avoid, highlighting three large zones around southern Taiwan and two to the north and northwest. The PLA claimed that it had deployed destroyers, frigates, fighters, bombers, drones, and long-range missiles, focusing on honing their abilities for sea-air coordination and conducting precise strikes on targets, including submarines.

While the full scope of these drills will only be evident post-exercise, analysts observed that the designated zones were notably larger and positioned closer to Taiwan's main island than usual. Intriguingly, this marks the first instance where the PLA explicitly stated it was practicing deterrence against international involvement. Unusually, several PLA aircraft remained visible on radar during these operations, signaling a commitment to enhancing their anti-access/area denial capabilities while making this information public.

Justice Mission 2025 represents the sixth major military exercise conducted by the PLA targeting Taiwan since it intensified its drills in 2022 in response to former U.S. Speaker Nancy Pelosi's visit to the island. Following an operation named Strait Thunder-2025A in April, speculation arose that a second exercise would take place before the year concludes.

Taiwanese national security officials have been anticipating large-scale drills as part of China’s pressure tactics against Tokyo following Takaichi’s remarks. Notably, this is also the second significant exercise conducted during the U.S. presidential term of Donald Trump, who met with Xi in October without addressing the Taiwan issue directly.

Experts suggest that Beijing is likely to consider the U.S. response to these drills when devising future military strategies. As William Yang, a senior northeast Asia analyst for the International Crisis Group, noted, “Beijing will likely take into account the response from the U.S. and carefully determine how it should formulate and plan the PLA’s military operation.”
